Publicly Appointed Surveyor
(Öffentlich bestellter Vermessungsingenieur - ÖbVI)

Publicly appointed surveyors are qualified partners who deal with all surveying matters. They are appointed liberal professionals and consider themselves as comprehensive service providers for all property services.
The specific feature of publicly appointed surveyors is that they are uniquely authorised to perform certain state approved responsibilities. Functionally, publicly appointed surveyors represent public authorities. Among other things they provide approved surveying services for the land register and are authorised to authenticate documents and to issue certifications.

Officially Performed Division (Teilungsvermessung)

Thanks to a division, a plot of land can be divided into two or more land parcels.

Location Plan (Lageplan/Abzeichnung der Flurkarte)

The drawing up of location and height plans constitutes planning material for architects and property developers. It will be used to obtain the permission to build.

Setting Out (Gebäudeabsteckung)

Before the building is erected, one undertakes a high precision measurement of the building corners/angles.

Building Survey (Gebäudeeinmessung)

Once the building is erected, the position of the building is determined and is transferred into the cadastral registers. The building survey or “Gebäudeeinmessung” is compulsory according to the “Hessischen Vermessungsgesetzes” (HVG) from 2002. The costs involved are normally paid by the owner of the building.

Boundary Certificate (Grenzinnehaltungsbescheinigung)

This document certifies that the building is positioned within the boundaries of the land parcel. It will often be a pre-requisite for obtaining finance from the bank.
